hey im looking for some elite necro skills and was wondering where i can pick up either virulence or spiteful spirit? lol maybe im just completely missing something.. but whatever

u cant buy them. U have to buy a [Signet of Capture].and use it to capture the skill once the boss is dead

If you go to the downloads section here there is a great program called Mapping Out which will give you the location of all bosses and the skill you can capture from them...I highly recommend it.
